President Ferdinand Marcos Jr. has signed four proclamations granting amnesty to former members of various rebel groups, including the Communist Party of the Philippines-New People’s Army-National Democratic Front (CPP-NPA-NDF) and the Rebolusyonaryong Partido ng Manggagawa ng Pilipinas (RPMP).
The proclamations, numbered 403, 404, 405, and 406, cover former rebels who have applied for amnesty under the Comprehensive Agreement on Respect for Human Rights and International Humanitarian Law (CARHRIHL) and the Final Peace Agreement (FPA) between the government and the CPP-NPA-NDF, as well as those who have surrendered or expressed their desire to return to the fold of the law.
The National Task Force to End Local Communist Armed Conflict (NTF-ELCAC) hailed the President’s signing of the proclamations as a testament to the government’s unwavering commitment to unity, peace and justice toward genuine development.
In a statement, the NTF-ELCAC said that the amnesty initiative seeks to weave together the threads of justice, reconciliation, understanding, unity, and progress, transcending past grievances towards a shared vision of a unified and peaceful Philippines.
“This is the moment that we all have been praying for our brothers and sisters who were blinded by their lost causes, particularly the CPP-NPA-NDF and the RPMP, to be formally reintegrated into mainstream society,” the statement read.
The NTF-ELCAC also thanked the President for his “clear vision rooted in the principles of reconciliation and unity” and for his “profound commitment to justice and societal healing embedded within this amnesty program.”
The task force also called on the last remaining members of the CPP-NPA-NDF and RPMP to give up the armed struggle and embrace the opportunity to reunite with their families, loved ones, and communities and become productive and peaceful members of society once again.
“Let us move forward together, transcending past conflicts and differences, towards a future where peace reigns supreme. Our collective efforts today lay the groundwork for a more cohesive and prosperous Philippines tomorrow,” the statement concluded.
The statement ended with the slogan “Magkaisa para sa abot-kamay na kapayapaan, kaligtasan, at kaunlaran!” which means “Unite for peace, security, and development within reach!” in Filipino.
