MANILA, Philippines – Bureau of Internal Revenue (BIR) Commissioner Romeo D. Lumagui Jr. shared his vision of transforming the BIR from a collection goal-driven agency to a service-oriented one during his speech at the 2nd General Membership Meeting of Financial Executives Institute of the Philippines (FINEX) last Feb. 22, 2023 at the New World Hotel Makati.
Lumagui, who was appointed by President Marcos as the new head of the BIR last November, said that he wants to change the perception of taxpayers and stakeholders about the BIR as a mere revenue-generating agency that imposes burdensome taxes and penalties.
He said that he aims to make the BIR more responsive, transparent, accountable and efficient in delivering its services to the public.
He also highlighted some of his initiatives such as simplifying tax forms and procedures, enhancing taxpayer education and assistance programs, strengthening audit and enforcement capabilities, and promoting digitalization and automation of tax processes.
Lumagui also expressed his appreciation for FINEX’s support and collaboration with the BIR in various projects such as financial reporting standards alignment, tax reform advocacy, tax compliance awareness campaigns and capacity building activities.
He urged FINEX members to continue partnering with the BIR in achieving its goals and contributing to national development.
FINEX is a professional organization composed of senior-level financial executives from various sectors such as banking, insurance, manufacturing, services and academe. It aims to promote sound financial management practices and ethical standards among its members and stakeholders.
